Kato was a well-known figure in Japanese academic circles. After a long and distinguished academic career as a legal scholar, he served from to as President of the University of Tokyo. Kato has published numerous books on various aspects of Japanese law. He assumed his post in February , after having achieved worldwide recognition in tropical geography as Professor and Director of the Institute of Geography at the University of Freiburg, Germany.
